Starting a neighbourhood initiative. This page explains options and cites official sources; it is not legal or tax advice. A group does not need a legal form. According to the State of Berlin, two members are enough to found an association; to be entered in the register of associations, at least seven founding members are required [1]. Registration in Berlin is handled by the Amtsgericht Charlottenburg; the statutes need certain minimum contents, the board's signatures must be publicly certified (usually by a notary), and the court fee is EUR 100.00 according to the State of Berlin (retrieved 03.10.2026) [1]. Charitable status is decided solely by the Finanzamt für Körperschaften [1].
