Culture on a small budget in Berlin

This page summarises information from the bodies named here. The providers’ own pages are authoritative; times, prices and conditions may change.

The question

I receive Bürgergeld or housing benefit and would like to go to the theatre, a museum or a concert. What reductions are there in Berlin, and what do I need to show?

In short: the State of Berlin collects reduced and free offers in the “Fairgnügen” portal [1][3]. In addition, the association KulturLeben Berlin arranges free seats for people on a low income [4].

Steps

1. Check whether you are eligible. According to the Senate Department for Labour, Social Affairs, Equality, Integration, Diversity and Anti-Discrimination (retrieved 06.11.2026), “all persons whose main residence is in Berlin” and who receive certain benefits are eligible – among others it names Bürgergeld, social assistance, basic income support in old age and in case of full reduction in earning capacity, benefits under the Asylum Seekers’ Benefits Act and housing benefit [2]. According to the source, family members in the same benefit household (Bedarfsgemeinschaft) and household members of people receiving housing benefit can also use the reductions [2]. “Persons who receive benefits under Book VIII of the Social Code (SGB VIII) or other benefits not listed here are not entitled to the reduced offers.” [2]

2. Take the right proof with you. As proof, the Senate department names, among others, a valid benefit notice (Leistungsbescheid), a valid benefit certificate (Leistungsnachweis), a valid VBB customer card Berlin-Ticket S and, for children and young people, the berlinpass-BuT [2]. According to the source, you “can also use a copy” of the benefit notice; the amount of the benefits may be blacked out, but the letterhead, subject line, name, benefit household number (BG-Nummer) or file number and the approval period must remain legible [2]. According to KulturLeben Berlin, the former berlinpass has been replaced since 1.1.2023 by the “Berechtigungsnachweis Berlin-Ticket S” (eligibility certificate) [4]; according to the Senate department, this certificate “has no longer been issued by the benefit offices since 1 October 2024”, and an existing one remains valid until it expires [2]. According to the Senate department, a platform for a new digital proof is planned and is to “launch by 1 February 2027 at the latest”; until 1 May 2027 the transitional rule with a benefit notice or benefit certificate applies [1].

3. Search for offers in the Fairgnügen portal. According to the Senate department, “more than 400 reduced-price or free offers in culture, sport, education and leisure” are listed in the Fairgnügen portal [1]. According to the portal, the culture category covers “offers for museums, theatre, concerts and much more”; the portal is also available in English [3]. The conditions are given in each entry; the provider’s information is authoritative.

4. Free seats through KulturLeben Berlin. According to KulturLeben Berlin – Schlüssel zur Kultur e. V. (retrieved 06.11.2026), the association provides tickets free of charge “thanks to more than 400 cultural partners” [4]. According to the page, the income limits (net) are “currently” €1,200 for a one-person household, €1,700 for a two-person household and “+ €350 for each child living in the household” [4]. You send a signed registration form and a copy of your proof of income; seats are arranged “in a personal phone call” – “one cultural offer for adults every four weeks”, “two tickets where possible” [4]. At the box office you give your name; according to the association, you do not have to show your proof of income there [4]. According to the page, anyone who lets reserved seats lapse three times is temporarily removed from the list [4].

5. Museums and libraries. The Staatliche Museen zu Berlin grant free admission to persons receiving “transfer benefits (Bürgergeld, housing benefit, basic income support or benefits under the Asylum Seekers’ Benefits Act)” [5]. In Berlin’s public libraries, according to the VÖBB, the library card is “free of charge” for recipients of state transfer benefits “with berlinpass or with a benefit notice” [6].

Next step

Search the Fairgnügen portal for cultural offers and take your benefit notice (or a copy) with you: https://fairgnuegen.berlin.de [3]. For free seats: register with KulturLeben Berlin: https://kulturleben-berlin.de/gast/ [4]
